Every year, residents of Tabawan Island gather for one of their important celebrations, the Pagkamboan. Those living or working in other places but who trace their roots to the island return home to be with families and friends for a tradition of honoring and remembering the dead and the spirits of ancestors, practiced even before the arrival of Islam in Tawi-Tawi.

Tawi-Tawi, a cluster of islands between the Sulu and Celebes Seas, is the southernmost province of the Philippines, predominantly populated by the Sama, the seafaring people of Maritime Southeast whose traditional home range also includes parts of Malaysia and Indonesia. The Philippine Sama is generally grouped into the land-dwelling Sama Diliya and the mostly sea-dwelling Sama Dilaut, who are known for their houses built over the water and standing on stilts.

I have been coming to Tawi-Tawi for several times, fascinated with the Sama ways of life and traditional cultures. This time, we were going to Tabawan Island upon the invitation of Omarjan Ibrahim Jahuran, writer, cultural worker and Indigenous Peoples Mandatory Representative of the municipality of South Ubian.

After about two hours on a speedboat from Bongao, the capital of Tawi-Tawi, that sliced through the Celebes Sea, we arrived in Tabawan Island, the main island of South Ubian, in the northeast part of the province, a day before the Pagkamboan, which fell on March 5 in 2024. Pagkamboan is celebrated three to five days before the start of Ramadan, a time for fasting in Islam, in the Islamic lunar month of Nisfu.

The Sama Tabawan live in about four residential clusters, in houses built on stilts over the water, on the shores of the island, leaving most of the land area uninhabited. The Sama are afraid of ghosts which haunt the land but cannot cross the water, joked Jahuran, who has been advocating for the safeguarding of the heritage and traditions of his home island including the Pagkamboan.

While the Pagkamboan is still practiced in some communities in Tawi-Tawi, Tabawan’s celebration is most likely the biggest and most vibrant, and the Pagkamboan is one of the most compelling manifestation of the ancient practice of ancestor veneration that survives until today among the Sama people.

Many believe that Islam was brought to Tawi-Tawi by Sheikh Karim’ul Makhdum, said to be an Arab missionary from Syria, who arrived in 1380 in Simunul Island (Some say in Sibutu Island).

However, ancestor veneration still survives in some form or way, mostly syncretized with the prevalent religion, especially among the Sama Tabawan. It is in our way of life, said Jahuran. And this can be observed in everyday life, not just during Pagkamboan.

While at the house of the grandmother of Almunshar Alpha Astarani, one of our guides, we noticed an empty room, reserved for the spirits of the family’s ancestors, should they decide to stay or rest for a while. While it is not forbidden to stay or sleep in the room, no one uses the room. The big houses for the ancestors, the luma pagkamboan, have similar purposes.

An important part of Pagkamboan is visiting the grave site, which is located on Bumbun at the northwest tip of Tabawan. Yearly, Tabawan residents make a pilgrimage to the gravesite to take care of the graves of their dead and perform rituals. Even the day before Pagkamboan, some residents visited the site to avoid the crowd.

While most of Bumbun is dedicated to the Muslim dead, there is an area for the Catholic dead. The town has a very small population of Catholics and even Chinese-Filipino. Some residents tell stories about a creature that prowls Bumbun Island. The kangkang laut, which looks like a large monitor lizard or even a dinosaur, is said to emerge at midnight to dig up fresh graves and devour the newly buried dead.

The day before the Pagkamboan, residents were already preparing, particularly cooking the two foods that are always present during the special occasions—the panyam and the jah—both made of rice flour.

We met 61-year-old Jannatun Jahuran, who has finished making trays of panyam.

“This is the panyam to be included in the dulang (food tray) for the prayer to our ancestors tomorrow that we call kamboan, during the month of Sha’aban. Panyam and jah should always be present for the prayer ritual during kambo’an especially here in our community, in the barangay of Tangngah. We should offer these rice cakes for our dead ancestors,” she explained in her native Tabawan dialect of the Central Sama or Sinama language.

In a nearby house, we observed another woman cook the cake. Rice flour, brown sugar and coconut milk were mixed to form the batter, which was then fried in oil. Using a wooden stick, she made dents on the edges of the cake to make it look like a flower.

At another house, we met 28-year-old Marhaini Asande, making the jah. She said she learned how to cook jah from her neighbor.

With the panyam and the jah already prepared and the sun slowly setting in a blinding blaze over the water with rays piercing through cracks and slits of the langgal and the luma maheya, residents readied themselves for more cooking and the trip to the graveyard the following day.

The day of the Pagkamboan started early. Before the sun rose as the community was still sleeping, elders and religious leaders gathered for a meeting inside the luma maheya and decided to go to Bumbun ahead of the crowd to perform the little rituals on each grave, knowing they would be pulled here and there by people to say a prayer on the graves of relatives and family members. As the rays of the sun crept through the rows of roofs, the elders boarded a boat and headed to Bumbun.

By seven in the morning, families, groups of friends and their guests in small boats started to make their way to the graveyard island. Later, more boats appeared until a line of boats has formed like a procession on water. The shore of Bumbun would be covered with boats. Those who arrived late would have to hop from boat to boat to reach the shore.

The graves were marked by the sunduk, the grave marker of the Sama, made of wood or stone. There are two kinds of sunduk—the phallic ones, indicating the dead was male and the flat ones, indicating the dead was female. The traditional ones are characterized by decorative carvings called ukkil or okir.

The graveyard was now busy with people. For Catholic Filipinos, the scene is reminiscent of the undas on November 1.

Tabawan residents gathered sand and replenished the graves that have eroded through the year. Elders or imams performed the ceremonial pouring of water using a coconut shell over the sunduk and recited prayers or supplications. Some would leave items, such as cigarettes, favorites of the dead when they were still living, as offerings.

By late morning, residents returned to their homes and continued preparing food for offering and feasting. The food items, dishes and drinks went to the preparation of the dulang, which refers to the traditional circular food trays, as well as the arrangement of food on the dulang, or modern receptacles in place of the dulang. Plastic or aluminum tubs or basins are now commonly used.

We dropped by the busy kitchen of Tang-ngah barangay captain Nuthamima Abdurajak Sarajan, who was cooking up a feast with the help of her sisters Sitti Jumliha Abdurajak and Nurbaria Abdurajak, constantly moving around kitchen and dissipating the steam that came out from the pots. They showed us the different stews and their wadjit, a sweet treat made of black glutinous rice.

By noon, residents began bringing their dulangs to the luma pagkamboan in their area. We passed by the luma pagkamboan in the barangay of Laud, which was beginning to be filled with dulangs. But the Tang-ngah luma pagkamboan has been the most popular one for residents. Soon, the house overflowed with dulangs, spilling into the letehan. More people still arrived bearing their dulangs. Those who resided far from the luma pagkamboan arrived by boats.

Surrounded by a sea of dulangs inside the luma pagkamboan, the elders and imams started the pagduwa-a, praying for thanksgiving and supplications to the ancestor spirits, both in the Central Sama, the language of their ancestors, and in Arabic, the language of their religion, and inviting them to partake of the feast or food offerings.

“Pagkamboan recognizes the interconnection, interdependence and harmonious relationship between the world of the living and the ancestral spirits and dead members of the community, who they invoke and talk to from time to time in the graveyard or in the ancestors’ house as if they are beings in a different dimension or parallel universe,” Jahuran explained.

He said, “This shared communal value provides social cohesion among the inhabitants of the island community.”

Though still practiced, the Pagkamboan is in danger of vanishing together with other traditions, many distinct to the island. The old, traditional structures are also experiencing disrepair. A heritage advocate, Jahuran authored an ordinance identifying Tabawan’s intangible and tangible pusaka kamboan or cultural heritage and mandating their safeguarding. It was unanimously passed on November 16, 2020. The list included structures and sites such as the langgal, the luma maheya, the Bohe Deya or forest well, the entosan (traditional log pressing mechanism), laitan (an island for sail stitching), Kuta Tabawan or Tabawan Fort, which some believe to have been built before the arrival of Islam, and Bumbun. Identified intangible cultural heritage elements are paghinang sunduk or the making of traditional wooden grave markers; pag-anom tepo Tabawan or the weaving of Tabawan mats; pagjamu, the communal spirit appeasement ritual; pagduwata, a healing ritual; igal Tabawan, or traditional dance with steps unique to Tabawan; tagunggu’an Tabawan or titik Tabawan, traditional ensemble music; panyam maka ja or the making of traditional ritual rice cakes; and the Pagkamboan.

After the pagduwa-a, residents retrieved their dulangs and brought them to their homes. The feasting began, where everyone is invited. We had the honor to partake of a meal with the village elders. Our hosts invited us to a second one in their home. There would be more invitations to eat as we wound our way through the community. A large family and their friends and neighbors partook of a feast laid out on the walkway beside their house, and anyone who passed by is invited to join in.

Here in Tabawan Island during Pagkamboan, food is also an important part bringing together people, even of different cultures, strangers and friends, and it also connects the living and the departed, those who are away to home, the body and the spirit, and the past and the present and hopefully the future.

As the sun dipped into the horizon of the Lingayen Gulf, a new spectacle began to unfold at the Pangasinan Capitol Complex. The reflecting pool came alive in a wash of color—lights pulsing beneath the water, jets rising and falling in rhythmic bursts. From the shoreline, the view led the eye inward, toward a dancing fountain that frames the stately capitol building. It was a test and preview, but it was also a promise: a glimpse of a transformed civic landscape entering a new chapter under Governor Ramon “Mon-mon” V. Guico III.

Long regarded as one of the most picturesque provincial government centers in the country, the Pangasinan Capitol Complex in the capital town of Lingayen owes much of its character to its setting and history. Facing the gulf, its neoclassical lines rise amid open grounds and coastal air—a composition shaped as much by architecture as by geography. Designed by American architect Ralph Harrington Doane, the complex was built between 1918 and 1919, during the American colonial period. While heavily damaged during World War II, it was reconstructed from 1948 to 1949 and also underwent refurbishment in 2008. Now, the complex is undergoing its most ambitious transformation.

At the heart of the redevelopment is the 200-by-22-meter reflecting pool and interactive fountain—now emerging as the complex’s visual and experiential centerpiece. It is bordered by landscaped greens and planted with native species, including dita trees (Alstonia scholaris), whose fragrant blooms and long-standing medicinal uses anchor the space in local ecology. The effect is a civic environment that does not merely impress, but breathes.

Yet the transformation extends beyond aesthetics. The redevelopment integrates infrastructure and heritage. A Heritage Park is being established to display war relics and narrate Pangasinan’s past, while a modernized flood control and drainage system addresses long-standing environmental concerns. Rising alongside these is an 11-story Government Center, envisioned as a centralized hub for provincial services—bringing offices together into a single, accessible space.

Completing the vision is a 1,500-seat convention center, designed to position Lingayen as a major venue for gatherings. With existing facilities such as the Sison Auditorium and the Provincial Training Center, the Capitol Complex is poised to evolve into a cultural and economic node—one that serves not only governance, but also tourism, enterprise, and public life.

The scale of the effort was underscored in the governor’s own words during the 2025 State of the Province Address: “For the first time, Pangasinan will construct legacy projects that will redefine the landscape and aesthetically transform the Capitol Complex. Never before had there been any effort to do this.”

He described the Government Tower as a “one-stop shop” that will streamline services and attract both national agencies and private enterprises—an attempt to bring efficiency and economic dynamism into the provincial seat. The convention center, meanwhile, is seen as a catalyst for positioning Lingayen as the “conference capital” of the Ilocos Region.

But perhaps the most immediate symbol of change is the reflecting pool and dancing fountain itself—an intervention that is as much about identity as it is about spectacle.

“No other reflecting pool and dancing fountain in the Philippines today even comes close to what we are about to unveil in Pangasinan,” the governor declared, framing the project as a new landmark not only for residents but also for visitors.

In many ways, the redevelopment draws a clear line between past and present. It acknowledges years when, as the governor put it, “things were left undone,” while asserting a renewed urgency in shaping the future. The language is pointed—contrasting stagnation with progress, mediocrity with excellence—but the physical outcome suggests something more measured: a layering of old and new, rather than a replacement.

The Capitol Complex, after all, is not simply a site of government. It is a lived space—where history, daily life, and civic imagination intersect. Its neoclassical façade, once a symbol of colonial order, now stands before illuminated waters and modern structures that speak to contemporary aspirations.

As the fountains rose and fell against the twilight, what emerged was not just a revitalized complex, but a redefined sense of place. In Lingayen, the meeting point of sea and state is being reshaped—carefully, visibly, and with an eye toward the years to come.

It is said that turning a hobby into a source of income is easier than ever. But what really makes a hobby profitable is not just enjoying the leisure-time activity, but also finding a group of people who share the same passion or interest. This is especially true for Jimi Lee Herrera, whose love of riding the waves in La Union has led him to start Boho Surf Hostel, an accommodation for surfers and beach lovers alike.

Located on Kalapaw Road, Brgy. Urbiztondo, San Juan, La Union, Boho Surf Hostel sits on a 200-sq. m. property a few meters from the beach. According to Jimi, he acquired the property in the Surfing Capital of the North in the last quarter of 2021 and wasted no time on renovations. It formally began operation in January 2022.

A four-and-a-half-hour drive from Manila, Boho Surf Hostel caters to groups of friends, families, couples, or solo travelers who love the beach and surfing. It offers shared dormitory-style rooms, as well as semi-private and private rooms with shared facilities such as a kitchen, bathroom, and lounges.

“Before the establishment of Boho Surf Hostel, I had been frequenting La Union after I was introduced to surfing and fell in love with it,” began Jimi, who is a registered nurse and owner of such other businesses as The Drip Manila and Domescape, a glamping resort in Nasugbu, Batangas.

“It so happened that one of my clients in my IV drip business owned one of the hostels there, and since their contract was about to end, this client of mine offered it to me. So, thinking it was nice to have a place I could call home in La Union, because it has already become my happy place, I agreed to have it renovated when I got the property. I also did some color changes to it,” he added.

Initially, Jimi saw the property as the realization of his dream of owning a beach house. But La Union was also flourishing as the Surfing Capital of the North, especially right after the pandemic. That’s when he felt the drive to convert the place into a sustainable venture.

“When it was offered to me five years ago, I truly felt that it was given to me and really meant for me, so I grabbed it (without hesitation).”

Balinese-inspired aesthetics and design

From the very beginning, Jimi wanted a place with a laid-back charm—something that could make everyone feel relaxed and away from the hustle and bustle of city life.

The property was built with a Balinese-inspired space utilizing sustainable local materials, including bamboo poles for walls and parts of the flooring, and dried Nipa palm leaves (also called pawid) for the roof. He kept the structure intact, although some said that it was hard to maintain because bamboo won’t last long. Luckily, the structure proved to be sturdy and has remained disaster-resilient even after it was hit by Typhoon Uwan last November. Jimi said they only had repairs in areas that are often wet and with heavy foot traffic.

A hidden gem in Urbiztondo

Boho Surf Hostel is far from the beach, yet Jimi believes it is a hidden gem in Urbiztondo.

“Before, I was saying it’s quite far from the beach because we need to walk along the small street but now, I realized it’s a gem in a chaotic, busy Urbiztondo. It’s a hidden gem. It’s the best place for relaxation. With its interiors painted in colors of the sea, it’s truly calming to the senses.”

The hostel has three bunk rooms with eight beds each, and lockers under the beds. Each room can accommodate eight to 10 people at ₱900 per head.

Guests also have the option of staying in a private room with a queen-size bed and their own toilet and bath (₱3,000 per night) or in a semi-private room with two single beds and shared bathrooms—one for male guests and one for female guests (₱2,000 per night).

More often than not, guests staying in a hostel are “in the same boat,” which makes it easy to build connections and win new friends, knowing you have the same interests and passions. At Boho Surf Hostel, it’s not just a place to sleep and relax, but also where guests connect easily.

“We bind people, we make them friends, even families. We are happy for our guests who end up as friends,” said Jimi.

The four-member staff at Boho Surf Hostel can also connect guests to surfing schools if they want to improve their surfing skills or arrange a city tour for families looking for other activities with their kids.

“Many people are frequenting the beach of La Union not only in the summer anymore. The place is full year-round, even in the rainy season. I think our place gives that serene vibe most people are looking for nowadays. Parking is not a problem because we secured the spot beside Boho, it’s a private lot, but you can avail a parking spot with a fee.”

There’s something about Siargao in summer that hits differently—the air hums with salt and sun, mornings feel unhurried, and even the dogs look like they’ve figured life out. You don’t have to be a surfer to fall for it. In four days, I found myself slowing down, chasing the kind of calm that doesn’t come with notifications or deadlines.

Getting there already felt like a small win. We caught the 4 AM Sunlight Air flight from Clark, which sounds brutal on paper but makes perfect sense once you land in Siargao before most people have had breakfast. By 7 AM, we were on the island, with a full day ahead and none of that rushed, half-day arrival feeling. The flight itself was smooth, straightforward, and surprisingly comfortable, with a proper meal to start things off.

A quiet kind of stay

We checked in at KATIG Beachfront Boutique Hotel, a low-key spot with just 11 rooms, six of them facing the ocean. It’s minimalist but not cold, think clean lines, local details, and small touches that actually feel thought through. Wooden boat keychains, skylights in the bathrooms, verandas that make you want to wake up early for no reason. It’s quiet, but not in a boring way. More like the kind of quiet you realize you need.

Another place that leaves an impression is Siago Beach Resort, which doubles as both a boutique stay and a restaurant worth going out of your way for. Built by Maite Ortoll and Kris Garcia, it has that lived-in feel that’s hard to fake. The menu jumps from Peruvian-style lomo saltado to Filipino comfort dishes, and somehow it all works.

Where to eat between swims

Food quickly becomes part of the routine in Siargao. Alma Siargao is one of those places you plan your day around. Chef Luis Martinez works closely with local fishermen, so whatever lands on your table is about as fresh as it gets. The menu is Spanish—paella, gambas, smoked duck breast—but nothing feels out of place on the island. The space is intimate, with warm, neutral tones and a relaxed, coastal feel, featuring a rooftop that’s best enjoyed just before sunset.

For something more casual, Kanin Baboy delivers exactly what the name promises, and does it well. No frills, no overthinking—just solid, satisfying Filipino food that hits especially hard after a long day out. It’s the kind of place you end up at without planning, and then quietly consider going back to the next day.

If you’re in the mood for something more social, LOKA Siargao near Cloud 9 leans into that beachside energy. Cocktails, small plates, and music that starts out chill and gradually picks up as the night goes on. We happened to catch a launch event during our visit, with DJs and a crowd that felt equal parts local and visiting, which is usually when Siargao feels most alive.

Watching the waves at Cloud 9

Siargao is, of course, known for surfing. Even if you don’t plan on paddling out, it’s hard not to get pulled into it. I didn’t surf on this trip, but I spent a lot of time just watching—surfers waiting it out, reading the waves, catching them at just the right moment. There’s something oddly calming about it, like everyone’s tuned into the same rhythm.

Cloud 9 is where most of that action happens, and it’s worth a visit even just to sit, watch, and take it all in. And then there are the sunsets, arguably the best part. The sky softens, the light turns warmer, and for a while, everything slows down even more.

A similar kind of pause happens at Katangnan Bridge, or “Afam Bridge,” depending on who you ask. It’s less about what you do and more about just being there. People show up before sunset, grab whatever’s being grilled nearby, and hang around until the sky fades. It’s casual, a little crowded, but easy to enjoy.

The usual route that still works

You don’t go to Siargao and skip island hopping. The usual route—Guyam, Naked, and Daku Islands—is popular for a reason. Guyam is small and postcard-ready, Naked is exactly what it sounds like, and Daku is where you actually stay awhile.

Lunch is usually laid out boodle-style, with fresh seafood and whatever else the boat crew has arranged. Daku has this laid-back, almost throwback feel. No pressure to do anything except eat, swim, and maybe nap if the breeze hits just right.

Back on the main island, it’s the in-between moments that stick. Early morning runs along long, quiet roads. Walking on the beach before it gets too hot. Random stops that turn into full meals. And yes, the dogs deserve a mention as they’re everywhere, friendly without being clingy, and somehow always part of the scene.

Going beyond General Luna

As convenient as General Luna is, heading north shifts the mood completely. The Magsaysay Sunset Viewpoint trades beachfront crowds for rolling hills and open views, with sunsets that feel a bit more low-key. Pasikon Beach in San Benito is even quieter—it’s wide, clean, and largely untouched. It’s the kind of place where you don’t feel the need to check your phone.

Further out, Sugba Lagoon in Del Carmen offers a different kind of escape. It’s all still water and mangroves, with paddleboards, kayaks, and bamboo rafts drifting around. There’s a diving board if you’re up for it, but it’s just as easy to spend an hour doing nothing.

For something more tide-dependent, the Magpupungko Rock Pools in Pilar are worth timing your day around. When the water pulls back, clear pools appear between the rocks, which is good for a swim, or just sitting there and pretending you planned your timing perfectly.

Inland, Taktak Falls offers a cooler break from the heat, with a short trip leading to a deep pool and a rope swing that people either commit to or immediately regret.

One last stop before leaving

Even the exit felt very on-brand. On the way to the airport, we made a quick stop at Gwapitos. It’s part coffee spot, part surf shop, part last-minute “wait, I should bring something home.” A quick cup, a bit of browsing, and then back on the road. It’s a small thing, but it rounds out the trip nicely.

Siargao doesn’t try too hard, and that’s probably why it works. You can plan your days, or not. You can do everything, or very little. Either way, it meets you where you are. Four days in, and it still felt like there was more to figure out—which is usually a good sign you’ll be back.
