<p class="wp-block-paragraph">Pag-IBIG Fund and the City Government of Naga began turning over affordable homes Tuesday to qualified city government employees who are acquiring their properties through Pag-IBIG Housing Loans. The turnover marks the first group of city employees to become homeowners through a partnership signed just two months ago to help public servants, particularly those in lower salary grades and first-time homebuyers, gain greater access to affordable housing and financing.</p>



<p class="wp-block-paragraph">The Naga City Employees’ Housing Project initially covers 576 housing units at BellaVita Naga in Barangay Pacol, each priced at an affordable Php350,000. Making the homes even more affordable, qualified employees may purchase them through Pag-IBIG Housing Loans at a subsidized interest rate of just 3 percent per annum for the first five years under the Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program.</p>



<p class="wp-block-paragraph">Naga City Mayor Maria Leonor “Leni” G. Robredo said the project addresses a long-standing aspiration of the city government to provide affordable housing opportunities for its employees, particularly those who previously found homeownership beyond their means. “For many years, it has been our aspiration to provide housing opportunities for our city government employees, but affordability has always been a challenge, especially for those in the lower salary grades. Through our partnership with Pag-IBIG Fund and BellaVita, that aspiration is now becoming a reality. With Pag-IBIG Fund providing affordable financing terms and a subsidized 3-percent interest rate, we were able to make homeownership possible for employees who previously could not afford it,” Robredo said.</p>



<p class="wp-block-paragraph">“We especially appreciate how quickly this partnership has delivered results. Just two months after signing our agreement, more than 100 housing loan accounts have already been taken out, and we are very happy to see our employees and their families becoming homeowners. We hope to complete the takeout of all 576 housing units by October, and eventually extend the same opportunity to our teachers, uniformed personnel, and other workers in Naga, including those in the informal sector who are also Pag-IBIG Fund members,” she added.</p>



<p class="wp-block-paragraph">Robredo also expressed appreciation to Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling for his leadership in advancing the Expanded 4PH Program and expanding affordable homeownership opportunities for Filipino workers.</p>



<p class="wp-block-paragraph">The turnover coincided with Jesse Robredo Day, which honors the former Naga City mayor and interior secretary’s legacy of good governance, leadership and public service.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund and the City Government of Naga signed a memorandum of understanding in mid-June to help city employees acquire affordable homes. Pag-IBIG Fund, Naga City and BellaVita subsequently put in place a government-to-government documentation arrangement to streamline loan processing and facilitate the takeout and turnover of homes to qualified employee-beneficiaries.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the Naga project, which brings together the city government, Pag-IBIG Fund and Ayala Land’s affordable housing development in Naga, shows how national and local government can work with the private sector to make affordable homeownership more accessible to working Filipinos. The initiative comes as Pag-IBIG Fund further strengthens its collaboration with Ayala Land, most recently through a memorandum of understanding with its residential brands Avida and Amaia to expand quality housing choices and Pag-IBIG financing options for Filipino workers.</p>



<p class="wp-block-paragraph">“We continue to heed President Marcos’ direction to widen access to affordable homeownership for working Filipinos, including government employees who devote their careers to public service. What we are seeing in Naga shows how this direction can be translated into actual homes when a local government identifies the needs of its workforce and government institutions align housing delivery and affordable financing around those needs. This is the one-government approach we are advancing, with national and local government working together to help more Filipinos become homeowners and build better, more dignified lives,” Acosta said. “We thank Mayor Leni Robredo and the City Government of Naga for working hand in hand with Pag-IBIG Fund to make this possible. For us, partnerships should lead to more than agreements on paper. What matters most is seeing our members receive the keys to homes of their own and knowing that, through our shared efforts, more Filipino families are gaining the security and opportunity to build better lives,” Acosta added.</p>

<p class="wp-block-paragraph">Pag-IBIG Fund posted record first-half net income of Php41.35 billion in 2026, up 24 percent from the same period last year. The increase was supported by sustained earnings from its housing and short-term loan portfolios, higher investment income and disciplined cost management.</p>



<p class="wp-block-paragraph">The performance came even as Pag-IBIG Fund lowered housing loan rates and increased its maximum housing loan amount to Php10 million. It reflects the agency’s sustained financial strength and capacity to make home financing more affordable under President Ferdinand R. Marcos Jr.’s Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program.</p>



<p class="wp-block-paragraph">Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling, who also chairs the Pag-IBIG Fund Board of Trustees, said the agency’s strong financial position allows it to advance the government’s housing objectives while prudently managing and growing the savings of Filipino workers.</p>



<p class="wp-block-paragraph">“President Ferdinand R. Marcos Jr. has directed us to make homeownership more affordable and accessible to more Filipino families through Expanded 4PH. As the program gains momentum, with more housing projects taking shape and more families gaining opportunities to own homes, Pag-IBIG Fund plays a crucial role by providing affordable financing that sustains this progress. Our financial strength enables us to open more doors to homeownership and help Filipino workers fulfill their dream of having a home of their own, while prudently managing and growing the savings entrusted to us,” Aliling said.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund also ended the first half with a stronger financial position, with total assets reaching Php1.32 trillion as of June 30, 2026. This was more than 6 percent, or Php81.95 billion, higher than the Php1.23 trillion recorded at the end of 2025.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said gross income rose 19 percent, or Php8.58 billion, to Php52.98 billion from Php44.39 billion a year earlier. Investment income, derived mainly from bonds, preferred shares and time deposits, increased 47 percent, or Php2.18 billion, to Php6.85 billion and accounted for nearly 13 percent of gross income. She said the stronger earnings ultimately benefit Pag-IBIG members because a substantial portion of the agency’s annual net income is returned to them as dividends credited to their savings.</p>



<p class="wp-block-paragraph">“We fully recognize the trust our members place in Pag-IBIG Fund to safeguard their hard-earned savings and help their money grow. This trust is reflected in the fact that, in recent years, voluntary savings from our members have accounted for more than half of our total savings collections. That is why we continue to manage every peso with utmost prudence and seek the highest possible returns, while providing affordable home financing under Expanded 4PH. Through these efforts, we help realize President Ferdinand R. Marcos Jr.’s vision of enabling more Filipino families to enjoy better, more dignified lives through homeownership and greater financial security,” Acosta said. Earlier this month, Pag-IBIG Fund reported that the Commission on Audit issued an unmodified opinion on its 2025 financial statements, marking the 14th consecutive year it received the highest audit opinion. The opinion means the statements fairly present the agency’s financial position and operating results in accordance with applicable financial reporting standards.</p>

<p class="wp-block-paragraph">Pag-IBIG Fund has entered into an investment partnership with P.A. Alvarez Properties and Development Corporation (PAAPDC) to accelerate the construction of more than 7,300 affordable homes across 10 housing developments in Batangas, Laguna and Pampanga under President Ferdinand R. Marcos Jr.&#8217;s Expanded Pambansang Pabahay para sa Pilipino (Expanded 4PH) Program.</p>



<p class="wp-block-paragraph">The developments will consist of 80 percent socialized and 20 percent economic housing units, expanding the supply of quality, affordable homes in key growth areas across South and Central Luzon and helping meet the housing needs of Filipino workers and their families.</p>



<p class="wp-block-paragraph">Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling, who also chairs the Pag-IBIG Fund Board of Trustees, said the partnership reflects the administration&#8217;s continuing efforts to accelerate housing delivery through stronger collaboration with the private sector.</p>



<p class="wp-block-paragraph">&#8220;As we continue to heed the directives of President Ferdinand R. Marcos Jr., we are strengthening our partnerships with the private sector to accelerate the delivery of affordable homes for Filipino families. Through this partnership, we are bringing together government financing and private-sector capability to increase housing supply, help more Filipino workers achieve the dream of homeownership, create jobs, support industries and drive inclusive economic growth,&#8221; Aliling said.</p>



<p class="wp-block-paragraph">To finance the construction of the housing developments, Pag-IBIG Fund will subscribe to preferred shares to be issued by PAAPDC amounting to Php2.9 billion, payable in tranches. The investment will earn a fixed annual return of 9 percent over the next three years.</p>



<p class="wp-block-paragraph">The investment underwent Pag-IBIG Fund&#8217;s comprehensive evaluation process, which included an assessment of the proposed developments, their locations and market demand, PAAPDC&#8217;s financial and operational capacity, and the safeguards incorporated into the transaction to ensure the continued protection of members&#8217; savings.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the partnership reflects Pag-IBIG Fund&#8217;s continuing commitment to help more Filipino workers achieve homeownership while prudently investing members&#8217; savings to generate secure and sustainable returns.</p>



<p class="wp-block-paragraph">&#8220;This partnership demonstrates how Pag-IBIG Fund fulfills its dual mandate of helping more Filipino workers achieve the dream of homeownership while prudently investing and growing our members&#8217; savings. By supporting the construction of more than 7,300 affordable homes through a prudent investment that provides stable returns, we protect our members&#8217; hard-earned savings, sustain competitive dividends and strengthen our capacity to finance even more homes for Filipino workers,&#8221; Acosta said.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund is likewise assessing additional investment partnerships with qualified housing developers as part of its continuing efforts to accelerate the construction of socialized and affordable homes while generating secure and sustainable returns for members&#8217; savings. In the first half of 2026, Pag-IBIG Fund released Php69.19 billion in housing loans to help 43,051 Filipino workers acquire their own homes. Socialized housing financing more than doubled during the period, with 6,601 minimum-wage and low-income members securing homes under the Expanded 4PH Program.</p>

<p class="wp-block-paragraph">Pag-IBIG Fund has once again earned an unmodified opinion from the Commission on Audit (COA), marking the 14th consecutive year that the institution received the state auditors’ highest audit opinion, officials announced Friday, July 31.</p>



<p class="wp-block-paragraph">In a letter dated June 18, COA said its auditor expressed an unmodified opinion on the fairness of presentation of the financial statements of the Home Development Mutual Fund, more popularly known as Pag-IBIG Fund, for the years ended Dec. 31, 2025 and 2024.</p>



<p class="wp-block-paragraph">An unmodified opinion means that the auditor concluded that the financial statements were presented fairly, in all material respects, in accordance with the applicable financial reporting framework. The COA report covered Pag-IBIG Fund’s audited financial statements, audit observations and recommendations, and the status of implementation of prior years’ audit recommendations.</p>



<p class="wp-block-paragraph">Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon P. Aliling, who also serves as Chairperson of the 11-member Pag-IBIG Fund Board of Trustees, said the latest audit opinion affirms Pag-IBIG Fund’s commitment to sound financial management, good governance, transparency, and accountability in public service.</p>



<p class="wp-block-paragraph">“This latest recognition from COA affirms that Pag-IBIG Fund continues to uphold the highest standards of professionalism, prudence, and integrity in managing the hard-earned savings of Filipino workers,” Aliling said. “It also shows that strong governance enables Pag-IBIG Fund to remain financially sound and responsive to the needs of its members, while supporting President Ferdinand R. Marcos Jr.’s directive to make homeownership more accessible to Filipino families through the Expanded Pambansang Pabahay para sa Pilipino Program, or Expanded 4PH.”</p>



<p class="wp-block-paragraph">COA previously issued unqualified opinions on Pag-IBIG Fund from 2012 to 2017 and unmodified opinions from 2018 to 2025. With this latest result, Pag-IBIG Fund has now received COA’s highest audit opinion for 14 straight years, placing it among a select group of Philippine government agencies and government-owned and controlled corporations that have sustained a decade-long track record of fiscal discipline, transparency, and accountability.</p>



<p class="wp-block-paragraph">The latest COA opinion comes as Pag-IBIG Fund delivered another milestone year in 2025, with total assets reaching Php1.23 trillion, members’ savings collections of Php160.41 billion, housing loan releases of Php140.54 billion, short-term loan releases of Php94.16 billion, net income before MP2 returns of Php65.28 billion, and dividends declared for members totaling Php64.34 billion.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the recognition is especially meaningful as Pag-IBIG Fund’s strong performance in 2025 continues into 2026 through the sustained delivery of its mandates to Filipino workers.</p>



<p class="wp-block-paragraph">“Pag-IBIG Fund achieved another milestone year in 2025, with record levels in assets, income, and dividends for our members,” Acosta said. “This 14th consecutive unmodified opinion from COA affirms that we achieved these strong results while upholding the highest standards of integrity, accountability, and transparency in public service.”</p>



<p class="wp-block-paragraph">Acosta said Pag-IBIG Fund remains focused on sustaining this momentum in 2026 by helping members grow their savings, access affordable cash loans, and achieve homeownership through its housing loan programs, including its support for President Ferdinand R. Marcos Jr.’s Expanded 4PH Program. “This recognition assures our members that their savings are safe, protected, and responsibly managed. It also inspires us to work even harder to deliver programs and services that help Filipino workers save more, earn more, and achieve their dream of homeownership,” Acosta said.</p>

<p class="wp-block-paragraph">President Ferdinand R. Marcos Jr. highlighted the gains achieved by the Department of Human Settlements and Urban Development and Pag-IBIG Fund under the Expanded Pambansang Pabahay para sa Pilipino Program (Expanded 4PH) during his 2026 State of the Nation Address, reporting that more than 500,000 homes have been built or financed under the administration’s flagship housing program.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund contributed to this accomplishment by providing affordable home financing to qualified members. Under the Marcos Administration, Pag-IBIG Fund has so far released Php517.45 billion in home loans that financed 379,294 housing units, based on its latest available data. It has also advanced Expanded 4PH by broadening its partnerships with private developers and government agencies to increase the supply of homes suited to members’ needs, offering Pag-IBIG Fund Acquired Assets as an additional affordable homeownership option, and lowering financing rates to reduce monthly amortizations and make homeownership more attainable for more Filipino families.</p>



<p class="wp-block-paragraph"><em>“Sa ating programang pabahay, higit limang daang libong bahay ang ating naitayo na at napondohan, kasama ang higit isang daang libong bahay na naidagdag natin sa loob lamang ng isang taon sa ilalim ng pinalawig natin na 4PH program,”</em> President Marcos said.</p>



<p class="wp-block-paragraph"><em>“Nariyan ang DHSUD at mga ahensyang kasapi sa sistema ng pabahay upang matupad ang pinapangarap na tahanan ng Pilipino. Katuwang ang pribadong sektor at lokal na pamahalaan, puspusan nating pinupuno ang kakulangan sa pabahay sa buong bansa. Ito ay ginagawa natin sa pamamagitan ng mga bagong komunidad, mga acquired assets ng Pag-IBIG Fund, Community Mortgage Program, resettlements, at pati na mga paupahan,”</em> he also said.</p>



<p class="wp-block-paragraph">The President also underscored the central role of affordable financing in turning available housing into homes that Filipino families can own.</p>



<p class="wp-block-paragraph"><em>“Susi sa lahat ng ito ang magandang sistema ng pautang, upang gawing mas abot-kaya ang mga pabahay para sa mga Pilipino. Isa na rito ang Pag-IBIG Fund. Ang kanyang labimpitong milyong miyembro ngayon ay patuloy pang dumadami, kung kaya ang pinupundar ng mga miyembro ay patuloy ding lumalago,”</em> Marcos emphasized.</p>



<p class="wp-block-paragraph"><em>“Ngayon, itinaas natin sa sampung milyong piso ang limit sa pautang para sa pabahay. Halimbawa, dahil dito, ang mag-asawa ay mas may kakayahang bumili ng pinapangarap nilang bahay para sa kanilang pamilya,”</em> he added.</p>



<p class="wp-block-paragraph">Under Expanded 4PH, Pag-IBIG Fund continues to offer a subsidized 3-percent rate for socialized housing loans, helping minimum-wage and low-income earners afford their own homes. To further serve members from the middle class, the maximum housing loan amount has been raised to Php10 million, giving them access to a broader range of homes suited to their household needs. Pag-IBIG Fund is also offering promotional rates of 4.5 percent for loans above the socialized housing limit up to Php4.9 million and 5.75 percenr for loans above Php4.9 million until year-end. Together, these measures broaden access to homeownership by providing more affordable financing options for members across income segments.</p>



<p class="wp-block-paragraph">President Marcos likewise emphasized the importance of social-protection institutions such as Pag-IBIG Fund in providing long-term security to Filipino workers. He said Pag-IBIG Fund, together with SSS and GSIS, enables workers to save for their future, receive assistance during emergencies, calamities and other periods of need, and build toward owning an affordable home under Expanded 4PH.</p>



<p class="wp-block-paragraph">DHSUD Secretary Jose Ramon P. Aliling said the President’s recognition affirms that the directives pursued under Expanded 4PH are translating into more homes, stronger private-sector partnerships and more affordable housing financing through Pag-IBIG Fund for Filipino families.</p>



<p class="wp-block-paragraph"><em>“Ang mahigit limang daang libong tahanang naitayo o napondohan sa ilalim ng programang pabahay ng Marcos Administration nitong nakaraang apat na taon ay hindi lamang bilang. Nangangahulugan ito na mas maraming pamilyang Pilipino ang nabigyan ng pagkakataong magkaroon ng sariling tahanan at bumuo ng mas maayos, mas ligtas at mas matatag na kinabukasan sa ilalim ng Expanded 4PH. Alinsunod sa mga direktiba ng Pangulo, patuloy nating patitibayin ang pakikipagtulungan sa pribadong sektor at mga kapwa ahensya sa pamahalaan, palalawakin ang mga programang tumutugon sa pangangailangan sa pabahay ng ating mga kababayan, at pananatilihing abot-kaya ang pautang para sa pabahay upang mas marami pang pamilyang Pilipino ang makamit ang pangarap na magkaroon ng sariling tahanan,”</em> Aliling said.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the President’s recognition reflects how members’ continued trust, together with prudent and responsible management, has strengthened Pag-IBIG Fund and enabled it to keep housing financing affordable while helping more Filipino families achieve homeownership.</p>

<p class="wp-block-paragraph">Pag-IBIG Fund has released ₱5.82 billion under its Special Assistance for Financial Emergencies (SAFE) Loan as of July 22, providing aid to 803,769 members in less than six weeks since the program started on June 10.</p>



<p class="wp-block-paragraph">The SAFE Loan forms part of Pag-IBIG Fund’s continuing efforts to heed the call of President Ferdinand R. Marcos Jr. to deliver responsive government services by providing Filipino workers with ready and affordable assistance amid financial challenges caused by the continuing tensions in the Middle East.</p>



<p class="wp-block-paragraph">“President Marcos has called on government agencies to make services more responsive to the needs of Filipino workers. In line with this call, Pag-IBIG Fund is providing ready and affordable financial assistance through the SAFE Loan, especially as the continuing tensions in the Middle East create financial challenges that are being felt by our members and their families. We want our members to know that they can turn to Pag-IBIG Fund for support as they meet their needs and care for their families during this time,” said Secretary Jose Ramon P. Aliling, who heads the Department of Human Settlements and Urban Development and chairs the Pag-IBIG Fund Board of Trustees.</p>



<p class="wp-block-paragraph">Under the Pag-IBIG SAFE Loan, active Pag-IBIG Fund members with at least 12 monthly savings may borrow up to ₱10,000 or up to 90 percent of their total Pag-IBIG Regular Savings, whichever is lower. To qualify, members must also not be in default on any existing Pag-IBIG loan. The loan carries a low interest rate of 5.95 percent per annum, is payable in 12, 24 or 36 months, and comes with a three-month grace period before the start of monthly payments to provide members with added financial relief as they address their immediate needs.</p>



<p class="wp-block-paragraph">Members may apply online through Virtual Pag-IBIG by accomplishing the SAFE Loan application and uploading a photo of one valid ID, as well as a selfie photo while holding the same ID. They may also apply at any Pag-IBIG Fund branch nationwide. Loan proceeds are credited directly to the member’s Pag-IBIG Loyalty Card Plus or Land Bank Cash Card.</p>



<p class="wp-block-paragraph">Meanwhile, Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the strong availment of the SAFE Loan reflects Pag-IBIG Fund’s continuing commitment to help members meet their immediate financial needs.</p>



<p class="wp-block-paragraph">She said the SAFE Loan comes at a time when Pag-IBIG Fund is also helping members with their dream of homeownership through affordable housing loans offered at rates below market, making its programs more responsive to both the immediate and long-term needs of Filipino workers.</p>



<p class="wp-block-paragraph">“Pag-IBIG Fund is here to help our members in every way we can. In support of President Marcos’ call to provide aid to Filipino workers in need, we are providing ready and affordable financial assistance through the SAFE Loan. At the same time, we continue to help members achieve homeownership through housing loans offered at rates below market,” Acosta said.</p>



<p class="wp-block-paragraph">She added that members who may need further financial assistance may also apply for Pag-IBIG Fund’s Multi-Purpose Loan, provided they still have remaining loanable amount based on their Pag-IBIG Regular Savings.</p>



<p class="wp-block-paragraph">“For members who still have remaining loanable amount based on their savings, our Pag-IBIG Multi-Purpose Loan remains ready to provide further assistance should they need it. This is part of our commitment to be here for our members, not only for their immediate financial needs, but also as their partner in achieving homeownership and building better lives for their families,” Acosta said. Members who need ready and affordable financial assistance may apply for the Pag-IBIG SAFE Loan until September 8, 2026.</p>

<p class="wp-block-paragraph">Pag-IBIG Fund home loan releases posted double digit growth in the first half of 2026, with socialized housing financing more than doubling under President Ferdinand R. Marcos Jr.’s flagship Expanded Pambansang Pabahay para sa Pilipino Program (Expanded 4PH). Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling said the strong results reflect the government’s continuing efforts to make affordable home financing more accessible, particularly to minimum wage and low income Filipinos.</p>



<p class="wp-block-paragraph">Aliling, who also leads the 11 member Pag-IBIG Fund Board of Trustees, reported that from January to June, socialized home loans extended to minimum wage and low income members reached ₱6.70 billion, up 118 percent from a year ago, while the number of units financed climbed 132 percent to 6,601. Socialized housing loans now account for 15 percent of total units financed by the agency, underscoring the growing share of low income borrowers in Pag-IBIG’s overall lending.</p>



<p class="wp-block-paragraph">This growth helped drive the agency’s total home loan releases to ₱69.19 billion for 43,051 units in the first half of the year, up 15 percent in amount and 9 percent in units financed compared with the ₱60.25 billion released in the same period last year.</p>



<p class="wp-block-paragraph">“Our housing figures for the first half of the year reflect not just growth, but growth that reaches those who need it most. The sharp rise in socialized housing loans shows that our efforts to prioritize the unserved and underserved sectors, particularly minimum wage and low income Filipinos, are gaining real traction. This is very much in line with the directive of President Ferdinand R. Marcos Jr. to provide our fellow Filipinos with better and dignified lives through the Expanded 4PH,” Aliling said.</p>



<p class="wp-block-paragraph">Officials said the strong first half performance underscores the continuing demand for affordable home financing. To further improve affordability and sustain this momentum, Pag-IBIG Fund continues to offer its subsidized 3-percent rate for eligible socialized housing borrowers, while promotional rates of 4.5 percent and 5.75 percent have been made available for low cost, medium cost and open market housing loans. The agency has also increased its maximum housing loan amount to ₱10 million, broadening the range of housing options available to members.</p>



<p class="wp-block-paragraph">Aliling said the strong first half performance reflects the results of the collaborative approach pursued by government and the private sector and provides a solid foundation to bring homeownership within reach of more Filipino families.</p>



<p class="wp-block-paragraph">“We have shown that government can act by offering more affordable loans, a higher loan ceiling and faster processing. We now look forward to working even more closely with the private sector, especially our developer partners, to build more quality homes at prices our members can afford. By joining hands, we can help more Filipino families turn their dream of owning a home into reality,” he said.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the gains in socialized housing show that the Expanded 4PH and Pag-IBIG Fund’s subsidized 3 percent rate are already helping more minimum wage and low income members become homeowners.</p>



<p class="wp-block-paragraph">“Through the Expanded 4PH and our subsidized 3 percent rate, we have helped thousands more minimum wage and low income members afford homes of their own, with monthly payments that can be lower than what their families would otherwise spend on rent. This means more Filipino families are no longer just dreaming of a home, but are now able to call one their own,” Acosta said. “To sustain this momentum, we are further widening access to affordable financing through our promotional rates of 4.5 percent and 5.75 percent for low cost, medium cost and open market housing, our higher ₱10 million loan ceiling, and our direct investments in housing projects to help bring more affordable units to market. Marcos Jr.’s directive to make homeownership more accessible to Filipino workers under the Expanded Pambansang Pabahay para sa Pilipino Program (Expanded 4PH), Pag-IBIG Fund continues to offer more affordable home financing options through its 3 percent subsidized rate for eligible socialized housing borrowers, ongoing promotional rates of 4.5 percent and 5.75 percent for low-cost to open-market homes, and higher maximum housing loan amount of ₱10 million, officials said.</p>



<p class="wp-block-paragraph">Department of Human Settlements and Urban Development Secretary Jose Ramon P. Aliling, who also chairs the Pag-IBIG Board of Trustees, said the agency’s subsidized rate of 3 percent per annum for eligible socialized housing borrowers, and promotional rates of 4.5 percent and 5.75 percent per annum for low-cost to open-market homes, cater to a broader market, from minimum-wage earners to middle-income workers, by keeping monthly payments within reach.</p>



<p class="wp-block-paragraph">“Pag-IBIG’s promo rates are about making homeownership more affordable at a time when many Filipino families are carefully weighing the cost of buying a home,” Aliling said. “By lowering monthly amortization, we help more workers qualify for home financing, support stronger housing demand and encourage more activity in the housing market.”</p>



<p class="wp-block-paragraph">Under the Expanded 4PH, Pag-IBIG’s housing loan rates are structured to serve members across income segments. Eligible socialized housing borrowers may avail themselves of the subsidized 3 percent rate, including for a house and lot worth ₱950,000 with monthly amortization as low as ₱4,005, while qualified members may avail themselves of the 4.5 percent promo rate for low-cost housing loans above the socialized housing threshold up to ₱4.9 million, and the 5.75 percent promo rate for loans above ₱4.9 million up to ₱10 million.</p>



<p class="wp-block-paragraph">“Housing has a direct impact on the economy. Every home financed means work for builders, suppliers, transport providers, furniture makers, retailers and many other sectors connected to housing,” Aliling said. “This is why affordable home financing is not only good for Filipino families. It also helps create jobs, support businesses and move the economy forward.”</p>



<p class="wp-block-paragraph">Officials said the promo rates provide qualified members with more affordable monthly payments, amid expectations that recent benchmark rate adjustments may lead to higher commercial housing loan rates.</p>

<p class="wp-block-paragraph">Pag-IBIG Chief Executive Officer Marilene C. Acosta said the agency’s ability to offer below-market rates is a direct result of its strong financial position and prudent lending discipline.</p>



<p class="wp-block-paragraph">“We are able to offer these lower rates precisely because of our strong financial position,” Acosta said. “Our total assets and net income have grown steadily, our collections remain healthy, and our members continue to save with us in record numbers. That financial strength allows us to pass on real savings to borrowers through lower monthly payments, while continuing to grow the funds entrusted to us by our members.”</p>



<p class="wp-block-paragraph">Officials pointed to Pag-IBIG’s performance so far in 2026 as the foundation for these better housing terms. In the first five months of the year alone, members entrusted Pag-IBIG with ₱90.24 billion in savings, even as the agency released ₱55.26 billion in housing loans that financed 34,641 homes. These results, together with Pag-IBIG’s strong asset base and fiscal standing, further strengthen its capacity to sustain below-market housing loan rates while delivering competitive returns to members.</p>



<p class="wp-block-paragraph">Acosta said this ability to make home financing more affordable while protecting members’ savings reflects the disciplined balance at the core of Pag-IBIG’s dual mandate. “Pag-IBIG’s housing and savings mandates are bound by one purpose, to help Filipino workers build financial security and achieve homeownership,” Acosta said. “Every housing loan we release draws strength from our members’ savings, while every peso we prudently manage keeps Pag-IBIG strong for the next family seeking a home. This balance allows us to deliver competitive savings returns and more affordable home financing at the same time, because the strength of one mandate sustains the other.”</p>

Marcos Jr.&#8217;s Expanded Pambansang Pabahay para sa Pilipino Program continues to make homeownership more affordable for Filipino workers as Pag-IBIG Fund offers promotional housing loan rates for members buying homes above the socialized housing price ceiling up to P10 million, officials announced.</p>



<p class="wp-block-paragraph">The new promotional rates build on Pag-IBIG Fund’s earlier move to increase its maximum housing loan amount to P10 million per borrower, which gave members more financing options for homes that better match their needs, income and family situation.</p>



<p class="wp-block-paragraph">Department of Human Settlements and Urban Development Secretary and Pag-IBIG Fund Board Chairman Jose Ramon P. Aliling said the promotional rates form part of Pag-IBIG Fund’s continuing efforts under the Marcos administration’s Expanded 4PH Program, which has widened access to affordable home financing, revitalized the housing industry, and continues to help more Filipino families achieve homeownership.</p>



<p class="wp-block-paragraph">“We continue to heed the directive of President Marcos to make decent and affordable homes more accessible to Filipino families,” Aliling said. “Under [the] Expanded 4PH, Pag-IBIG Fund has made socialized housing more affordable for low-income earners through our 3 percent subsidized housing loan rate for eligible socialized housing borrowers. We then increased our housing loan limit to P10 million per borrower to give more members, particularly those in the middle class, a better opportunity to choose a home that matches their needs and capacity. Now, through these promotional rates, we are making those housing options even more affordable so more Filipino workers can take the next step toward owning a home.”</p>



<p class="wp-block-paragraph">Under the promotional rates, housing loan or installment amounts above the socialized housing price ceiling, currently up to P950,000 for house-and-lot units and up to P1.8 million for condominium units, and up to the low-cost housing ceiling of P2.5 million shall have an interest rate of 4.5 percent per annum, fixed for three years. Meanwhile, housing loan or installment amounts above the P2.5 million low-cost housing ceiling up to P10 million shall have an interest rate of 5.75 percent per annum, also fixed for three years. After the three-year fixed period, the loan shall be repriced based on the borrower’s chosen repricing period.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the lower rates will be felt directly by members through reduced monthly amortizations, especially during the first three years of their housing loan.</p>



<p class="wp-block-paragraph">For example, a P2.5-million loan payable over 30 years will have an estimated monthly amortization of about P12,667 under the new 4.5 percent promotional rate, compared to about P15,393 under the previous 6.25 percent rate, or savings of around P2,726 per month. Meanwhile, a P10 million loan payable over 30 years will have an estimated monthly amortization of about P58,357 under the new 5.75 percent promotional rate, compared to about P61,572 under the previous 6.25 percent rate, or savings of around P3,215 per month.</p>



<p class="wp-block-paragraph">“We know that buying a home is one of the biggest and most important decisions a family will make,” Acosta said. “By lowering our three-year fixed rates from 6.25 percent to as low as 4.5 percent, we are helping our members save on their monthly amortization during the first three years of their loan. These savings can help families manage their daily needs, or even be set aside in their Pag-IBIG Regular Savings or MP2 Savings so they can better prepare for the future while taking the important step toward owning a home.”</p>



<p class="wp-block-paragraph">Qualified members may avail of the promotional rates for Pag-IBIG Housing Loan and Pag-IBIG Acquired Assets Long-Term Installment Payment applications received until Dec. 31, 2026. “Affordable home financing and saving for the future are at the heart of Pag-IBIG Fund’s mandates, and we know that our members have different needs, incomes and capacities,” Acosta said. “That is why we continue to offer programs that respond to them, from the 3 percent subsidized rate for eligible socialized housing borrowers, to expanded financing of up to P10 million, and now these promotional rates for members buying homes above the socialized housing ceiling. Our goal is to make homeownership more affordable for more Filipino workers, while helping them keep more of their hard-earned money for their savings, their families and their future.”</p>

<p class="wp-block-paragraph">Pag-IBIG Fund is offering the Special Assistance for Financial Emergencies or SAFE Loan, which provides qualified members with up to Php10,000 in affordable cash assistance for urgent needs amid the continuing effects of the Middle East conflict, officials announced.</p>



<p class="wp-block-paragraph">The assistance forms part of Pag-IBIG Fund’s continuing support for Filipino workers and their families, in line with President Ferdinand R. Marcos Jr.’s directive to provide timely and practical help to Filipinos during times of need. It follows the special benefits package earlier extended to overseas Filipino worker members repatriated from the Middle East.</p>



<p class="wp-block-paragraph">Department of Human Settlements and Urban Development Secretary and Pag-IBIG Fund Board Chairman Jose Ramon P. Aliling said the SAFE Loan is another way for Pag-IBIG Fund to provide practical assistance to members as the government continues to help Filipino families manage the effects of developments abroad.</p>



<p class="wp-block-paragraph">“President Marcos has directed government agencies to bring timely and practical help closer to Filipino families, especially in times of need,” Aliling said. “In response, Pag-IBIG Fund is offering the SAFE Loan so qualified members may have access to affordable cash assistance for urgent household needs, especially as the effects of the Middle East conflict continue to be felt in fuel, electricity, transport and other daily expenses here at home.”</p>



<p class="wp-block-paragraph">Aliling said the SAFE Loan also forms part of Pag-IBIG Fund’s broader response to the effects of the situation in the Middle East, following the special benefits package earlier extended to repatriated OFW members.</p>



<p class="wp-block-paragraph">“We first extended assistance to our repatriated OFW members because they were directly affected by the situation in the Middle East,” Aliling added. “Now, we are also providing added support to qualified members here at home who may feel the effects through their daily expenses. Pag-IBIG Fund is here to provide help that is practical, affordable and within reach.”</p>



<p class="wp-block-paragraph">While recent developments abroad have raised hopes that tensions may ease, Pag-IBIG Fund said it may take time before fuel prices and related daily expenses return to normal. The SAFE Loan is being offered as practical assistance that qualified members may turn to for urgent household needs.</p>



<p class="wp-block-paragraph">Under the SAFE Loan, qualified members may borrow up to Php10,000 or up to 90 percent of their total Pag-IBIG Regular Savings, whichever is lower. The loan carries a low interest rate of 5.95 percent per annum and may be paid over one, two or three years, depending on the member’s preferred repayment term. Members with an existing Pag-IBIG Multi-Purpose Loan or Calamity Loan may still receive SAFE Loan assistance. The amount they may receive will depend on how much they can still borrow from their Pag-IBIG Regular Savings, so their total Pag-IBIG Short-Term Loans, including the SAFE Loan, remain within the allowed 90 percent limit. This gives qualified members another source of assistance during this period. Applications may be filed until Sept. 8, 2026.</p>



<p class="wp-block-paragraph">Pag-IBIG Fund Chief Executive Officer Marilene C. Acosta said the SAFE Loan allows qualified members to get quick and affordable cash assistance for urgent needs, giving them a safe alternative to abusive or high-interest loans.</p>



<p class="wp-block-paragraph">“We made the SAFE Loan simple and easy to access so our members can apply with greater convenience and receive their loans quickly once approved,” Acosta said. “They may apply through Virtual Pag-IBIG or at any Pag-IBIG Fund branch, and the loan proceeds may be credited directly to their Pag-IBIG Loyalty Card Plus. Its low interest rate, flexible payment terms, and three-month grace period before the first payment make it a more affordable option than many other cash loan options available elsewhere. For a Php10,000 loan payable over three years, the monthly payment is as low as P308, giving members a manageable way to address urgent needs without resorting to high-interest loans.”</p>
